Carrboro welcomes new and returning residents arriving for UNC-Chapel Hill’s fall semester. The Town of Carrboro reminds newcomers that you share this community with neighbors.
Welcome to Carrboro. Be a good neighbor. Due to the coronavirus pandemic, essential to being a good neighbor is wearing a face covering; practicing physical distancing; and limiting gatherings to 10 people indoors and 25 people outdoors.
“We must all do our part to protect all of those around us,” said Mayor Lydia Lavelle. “Let’s do everything we can to ensure that we follow public health requirements, and be respectful of one other.”
UNC-Chapel Hill students will have a compressed semester with classes beginning Monday, Aug. 10, and final exams completed by Nov. 24, with no fall break. Students have acknowledged Community Standards (https://carolinatogether.unc.edu/community-standards-3-2/) as a condition of their enrollment.
Public Health Requirements
North Carolina remains in Safer At Home Phase 2 of lifting COVID-19 restrictions until at least Friday, Sept. 11. Learn more at https://www.nc.gov/covid-19/covid-19-orders
Face Coverings Mandate
North Carolina has mandated that people must wear face coverings when in public places, indoor or outdoor, where physical distancing of 6 feet from other people who are not members of the same household or residence is not possible.

A face covering mandate has certain exemptions, including children under 11, people unable to wear them for health or religious reasons, and people exercising rigorously outdoors. At all times, be respectful and be mindful of your neighbor’s safety concerns.
If you feel a business is failing to adhere to the policy, please fill out the following online form so that an Environmental Health Specialist can work with the business to comply with the requirement:

Mass Gathering Restrictions
Gatherings in excess of 10 people indoors and 25 people outdoors are currently prohibited due to the COVID-19 pandemic. NC Governor Roy Cooper’s Executive Order 141 restricts mass gatherings:

Carrboro Police will always initially seek to gain voluntary compliance through efforts to educate. Police are also prepared to enforce these regulations through citation if needed.
To report a suspected violation of these orders, please call your local law enforcement agency or 911.
UNC-Chapel Hill has an online portal to submit a referral to the Office of Student Conduct.
Distributing Free Masks to All
The Town of Carrboro continues to distribute free masks. By covering your face when you are out in public, you help reduce the risk of infecting those around you.
The Town has distributed more than 3,700 free masks since early June. They have been given out at food distribution and COVID-19 testing events, as well as door to door in targeted communities, supporting populations who are disproportionally affected by COVID-19 including low income neighborhoods, historically African American neighborhoods, Latinx and Immigrant communities and senior living facilities.
Residents can pick up masks from the Carrboro Police Department (100 N. Greensboro St) Monday and Friday from 10 a.m. to 2 p.m. and from Fire Station 1 (301 W Main St) and Station 2 (1411 Homestead Rd) Wednesday and Saturday from 2 to 5 p.m.
Community and Campus Education
The Town continues to educate the community about the importance of face coverings and physical distancing requirements. Digital signage is being posted at busy intersections around town, and yard signs are posted around commercial shopping areas. Message banners are coming to our public parks.
The Good Neighbor Initiative continues this year. This semester, UNC and community partners are emphasizing the importance of wearing a mask, and practicing physical distancing as absolutely essential to being a good neighbor.
Though a door-to-door canvass of neighborhoods is not happening as in years past, UNC-Chapel Hill continues to partner with the Town of Chapel Hill, the Town of Carrboro, EmPOWERment Inc., and the Jackson Center to encourage students to be good neighbors.
